EU Whitefish Shortage Creates New Opportunity for Vietnamese Pangasius

Europe's whitefish market is entering a period of supply adjustment as several traditional species become more difficult or expensive to source.

According to VASEP, tightening whitefish availability is putting pressure on raw-material prices and the European seafood processing sector. At the same time, importers are increasingly motivated to find alternative products that combine competitive pricing, reliable supply, and processing flexibility. Vietnamese pangasius is considered one of the potential alternatives in this environment.

The opportunity therefore goes beyond selling additional volume. Pangasius could increasingly become part of the stable whitefish raw-material mix used by European importers and processors.

A Supply Gap Is Emerging in the European Whitefish Market

The EU depends heavily on imported whitefish. Information published by VASEP, citing Seafood Europe, indicates that approximately 94% of EU whitefish supply is imported, with Russia, the United States, and Norway among the major sources. Geopolitical pressure and lower fishing quotas are creating greater uncertainty around supply.

Cod has been particularly affected. VASEP has highlighted declining catches in major fishing areas as well as additional trade barriers affecting Russian seafood from 2026.

When traditional raw materials become more expensive or less available, processors naturally have greater incentives to evaluate alternative whitefish sources.

Pangasius Does Not Need to Replace Traditional Whitefish Completely

The opportunity for Vietnamese pangasius does not depend on completely replacing cod, haddock, or other established whitefish species.

Instead, it can fill specific market segments where buyers prioritize affordability, reliable supply, consistent specifications, and processing flexibility.

VASEP identifies competitive cost, stable availability, and diverse processing applications as important advantages that could position pangasius as a practical alternative during periods of whitefish shortage.

Vietnamese Pangasius Already Has a Growing Base in the EU

The first half of 2026 showed positive movement.

Vietnamese pangasius exports to the EU reached approximately USD 91 million during H1 2026, up 3% year on year. June exports alone reached around USD 20 million, increasing 56% compared with June 2025.

While the six-month growth rate remains moderate, the sharp June increase suggests that import demand improved toward the end of the second quarter.

Frozen Fillets Still Account for 92% of Export Value

Product structure remains highly concentrated.

According to VASEP, frozen pangasius fillets represented about 92% of Vietnam's pangasius exports to the EU in H1 2026. Whole, portioned, frozen or dried products outside HS 0304 accounted for about 6%, while value-added products represented only around 2%.

This structure suggests that frozen fillets remain the foundation of the market, but substantial room remains for product diversification.

From an Affordable Fish to a Standardized Whitefish Raw Material

Price has traditionally been one of pangasius' strongest competitive advantages.

However, B2B buyers need more than a low unit price.

Professional buyers also evaluate:

  • Consistent sizing.
  • Stable flesh appearance and texture.
  • Clear net weight.
  • Controlled glazing.
  • Suitable packaging.
  • Repeat supply capacity.
  • Traceability.
  • Reliable delivery schedules.

When these requirements are consistently met, pangasius can move beyond the position of a lower-cost alternative and become a standardized whitefish raw material for processing and distribution.

 

Value-Added Products Remain an Underdeveloped Opportunity

With value-added pangasius accounting for only about 2% of exports to the EU in H1 2026, considerable room remains for deeper processing and convenience-oriented formats.

VASEP has previously highlighted opportunities for breaded products, ready-to-cook formats, and premium portioned pangasius in the European market.

For producers, the potential progression is increasingly clear:

Raw material → Customer-specific specifications → Value-added products

 

 

A New Window of Opportunity for Vietnamese Pangasius

The EU whitefish shortage does not guarantee automatic market-share gains for Vietnamese pangasius. It does, however, create something strategically important: European buyers have stronger incentives to evaluate alternative sources.

VASEP sees pangasius as well positioned because of its competitive pricing, supply stability, and processing flexibility, while H1 2026 export data already show improving demand in the EU.

The strongest opportunity may therefore belong to suppliers that move beyond simply selling pangasius and instead deliver the exact whitefish specifications required by each buyer and distribution channel.
